EBT FACTS
Wisconsin has moved to an electronic benefit transfer (EBT) system to issue over $127 million in food stamps a year to the 80,000 needy families participating in the State's Food Stamp Program. In converting to EBT, the State has replaced paper food stamp coupons by issuing a debit-type card, which looks like the one shown above, to all food stamp households. The Wisconsin QUEST card allows food stamp clients to access their benefits through point-of-sale (POS) terminals at currently participating food stores. These transactions look like any other debit card transaction and will be free to the client.
Food stamp clients will find that using their Wisconsin QUEST card provides a more convenient and secure and less stigmatized way to buy food. Food retailers like the system because it eliminates the handling of the paper coupons and provides speedier reimbursement. Also, retailers who piggyback EBT onto their existing POS systems will earn a transaction fee for at least the first two years. In addition, the EBT system deters fraud by making it difficult to exchange food stamp benefits for cash and provides improved methods for fraud detection.

What is an Electronic Benefits Transfer (EBT) Program? An EBT Program is an electronic method to disburse government benefits to eligible clients (customers) using plastic debit card technology and retail point-of-sale (POS) terminals. EBT provides an electronic alternative to the traditional paper method of delivering benefits through food coupons or public assistance checks. The Wisconsin Department of Workforce Development (DWD) administers this system under the jurisdiction of Act 368, enacted by the State Legislature in 1995.
What will the Wisconsin EBT (WIEBT) Program be like? Initially the Wisconsin EBT Program will issue only food stamp benefits to eligible clients electronically. Food stamp clients will be issued an EBT card to use to access their allotted food stamp benefits at POS terminals in U.S. Department of Agriculture, Food and Nutrition Service (FNS) authorized retail food outlets. Additional benefit programs may be added to WIEBT at a later date.

QUEST CARD FAQ'S
How do I get my Food Stamp benefits with the QUEST Card? Each month you are eligible for food stamp benefits, your benefits will be added to your QUEST Card account automatically. The exact date on which you'll receive your benefits is based on the 8th digit of your Social Security number. As your monthly benefits are added to your QUEST card, the balance on your card will go up. As you use your benefits, the balance goes down.
What does my Quest Card look like? Your QUEST Card is a plastic card. It has the Wisconsin QUEST name, your card number, and your name on it.
